from what i've read, lots of hair products. as for actual glowing, the easiest are LED extensions, you just clip em' on and boom, glowing strand

I'm pretty sure it's the magic flowing through my feathers that makes them glow. I do know of a wizard hair stylist in Neo-Tokyo that could make your hair glow if you really wanted.

I can't currently go to anyone to do so, but I'll certainly keep it in mind when I get the itch.

In my experience, turning hair into a magical form can let you make your hair glow when you want it to

I imagine it's either magic or augmentations. Perhaps both in some cases.

I've never had the ability to use magic or get any augmentations, i might look into glowy hair at some point.
